PROPOSED SUSPENSION OF BUILDING SUBMARINES EXCEPTED (United Press Assn.—By Telegraph—Copyright.) (Rec. 5.5 p.m.) London, December 17. The Daily Herald says a sub-committec of the Cabinet is considering the suspension of the whole of the British naval shipbuilding programme with the exception of submarines. Suspension will bo contingent on the result of’ February’s Disarmament Conference. The Government is hoping the gesture will give the British delegation a strong weapon for pressing European naval and military reductions.
