THE OTTAWA CONFERENCE. (United Press Assn.—By Telegraph—Copyright) London, December 13. "There’ll be no bolting of doors this time,” announced the Chancellor of the Exchequer, Mr Neville Chamberlain, at Birmingham when referring to the Ottawa Conference. “We are coming to the conference determined that we shall not start until we have made an agreement which will not only encourage inter-imperial trade, which is most important to the country’s future, but will also establish inter-imperial relations on a new footing based on material interests more lasting than anything hitherto existing.”
