STRIKING ARTICLE A ■* ' AMERICAN NEWSPAPER OWNER HOOVER PLAN DENOUNCED (United Press Assn.—By Telegraph—Copyright.) (Rec. 7.15 p.m.) London, June 24. An American newspaper owner, Mr W. R. Hearst, who is at present in London, made a remarkable attack on France in an article on, the front page of the Daily Express. He prefaced the article by denouncing Mr Hoover’s proposal, pledging his newspaper to unending opposition to this plan to plunder the American people. Mr Hearst says: “France is piling up gold until she has more per capita than any nation in the world. France does not cancel her debts, nor pay any, using the money thus misappropriated for building up a gigantic war machine. There will be no peace in Europe until France "is compelled to cease creating wars. France should be hailed before the High Court of the World and bound over to keep the peace or suffer the violent consequences of those who live by the sword.’*
