Berlin, January 6. “Theoretically, it is practically impossible to continue spending 300,000,000 marks yearly to support an army of workless without any return,” declared the Finance Minister, Herr Dietrich, in a speech at Stuttgart, which is interpreted as the death knell of the dole. Herr Dietrich contends that a large proportion of the money, if expended on raw material, would provide considerable employment at rates slightly below the dole for a labour army, apart from the military forces. Herr Dietrich suggested that dole money be used for the benefit of vital industries such as were engaged in the production of raw materials or those consuming the most important thereof. Thus the money would go towards creating lower costs of production. The Government’s contribution might be made for every worker additionally employed. He argued that no harm could be done if the experiment were tried over a period of a few months. “I know the proposals will precipitate a storm,” he said, “but action is necessary when 4,000,000 people arc in danger and despair. We must increase production.”
