SOUTH AFRICAN PROBLEM. CRITICISM OF MINISTER. « (United Press . Assn.—By Telegraph—Copyright.) Cape Town, September 21. Referring to the partitioning of Africa-by the European Powers, Mr Groebler, Minister of Lands, said: “We shall refuse to acquiesce in the mis-step of 40 years ago being repeated by a declaration that within any British territory the natives’ interests will have preference over those of Europeans. I am positive we shall find the salvation of both races in segregation and we are going .to do it.” Mr Patrick Duncan, who is recognized as the leader of English-speaking South Africans, characterized the Minister of Lands’ East African speech about native development on his own lines as the grossest hypocrisy. He summed up the Nationalist native policy in the slogan, “Drink, disfranchisement and forced labour,” but if the interest of the European settlers of East Africa was to be subordinated to the interest of others, South Africa would certainly side with the Europeans.
