A message from Geneva states that Germany is vigorously preparing for the League Assembly and the preceding international conference to discuss M. Briand's scheme for a European economic federation. She has already circularized the League of Nations delegates and international journalists with propaganda in five languages, declaring that the world can only expect German co-operation after a “solemn international retraction of the enforced and untrue confusion of responsibility for the Great Whir, as in any attempt for real peace Europe’'will be fruitless unless it acknowledges that Germany was not responsible for the war.” The Geneva correspondent of the Morning Post says that Germany’s aggression, her association with Moscow, and the apparent support she is receiving from Italy are regarded in Geneva as ill-omens for the success of the European conference and the League Assembly.
