INCREASED EXPENDITURE. EXPLANATION BY MINISTER. (Rec. 10.35 p.m.) London, October 15. The Paris correspondent of The Times states that, explaining the increase in the army estimates, M. Painleve told Le Petit Pansien that an all round pay and salaries, including higher wages for civilian workmen, accounted for £3,090. The real increase therefore was £3,182, of which £1,200 could be attributed to the new Air Ministry. He declared that the great bulk of the French military expenditure was curtailed as far as could be. Further large reductions were only possible by the abandonment of the system of conscription. He did not believe any reasonable man would care to take the responsibility for such a step.—Times Cables.
