An important principle was involved in an appeal lodged with the Railway Appeal Board to-day against the marks awarded an appellant Under the heading, “Leadership, Tact and Force.” At the outset the chairman stated that this was the first time they had an appeal against marks awarded. If so, they might be required to overhaul the marks of everyone who was dissatisfied, and it would mein that they would become a second board of review.

Mr R. Hampton (for appellant) said the appeal opened up a new position, but it was forced by the department’s new method of appointment.

Eventually, the chairman announced that the board would take it that the man appealed against the decision of the officers, which was that he should not be promoted for twelve months as he lacked leadership, force and tact.
