RESTRICTIONS AGREED TO. ' Paris, October 28. The Petit Parisien reports that the German Government has reached an agreement with the Conference of Ambassadors, to renew the prohibition of voluntary enlistment, and make a more severe law concerning military organisations, but to leave the question of regulating the import and export of war materials to the decision of the Disarmament Conference.— A. & N.Z.
