SOUTHLAND COUNTY

MEETING OF COUNCIL CONSIDERATION OF MONTHLY. BUSINESS. The monthly meeting of the Southland County Council was held yesterday, when the following members were present:— Councillors W. Norman (Chairman), E. Bowmar, George Wraytt, F. Trapski, L. A. Neiderer, T. Fraser, T. Golden, C. Robertson and W. Baird. SPECIAL ORDERS PASSED. At a special meeting held at noon a resolution by way of special order under thfe Noxious Weeds Act was passed declaring that Canadian or Californian thistle and ragwort or ragweed should be declared not to be noxious weeds within the Southland County. The Council also resolved by special order that for the purpose of providing the money additional to the Government grant of £l7OO required for the construction formation, and gravelling of the Tokonui—Haldane Road, the County should raise a loan of £lOOO from, the State Advances at 4A per cent, per annum for a term of 364 years, such loan to be secured by a special rate over the area to be benefitted by the work.

A further resolution striking a special rate in respect to the County’s Road loan of £50,000, was also carried, on the motion of Councillor Wraytt seconded by Councillor Neiderer. For the purpose of providing the interest and other charges on the loan, the County under the terms of this order resolved to make and levy a special rate of l/2564ths of a penny in the £1 upon the rateable value of all rateable property comprising the whole of the County. It was further resolved that such special, rate should be an annual recurring rate during the currency of such a loan, and payable half-yearly for a period of 14 years or until the loan was fully paid off. Another resolution creating a sinking fund in respect to the loan, and appointing the Public Trustee a Sinking Fund Commissioner was also carried unanimously. CORRESPONDENCE. The Chairman of the Waikaia Fallen Soldiers’ Memorial Committee reported that the Committee had done all it could in connection with the memorial, and now wished to hand it over to the sole control and care of the Council. The area had been substantially fenced, and the concrete work surrounding it had been renovated.— The Council decided to accept control, and instructed the surfaceman to keep the memorial in a good state of repair. The under-Secretary for Public Works forwarded a copy of the revised draft of the proposed motor lorry regulatoins, and asked for any comments which the Council had to make to be sent forward as early as possible.—Referred to Councillor Bowin ar for consideration.

The Clerk to the Waipawa County Council asked for the support of the Southland County to the following resolution: “That this Council circularise all County Councils adjacent to the railways, and ask their co-operation in advising ratepayers and others to forward their goods wherever possible by rail; by so doing they will support the railways (which belong to the people) ; and also help to reduce the cost of upkeep on those county roads which run parallel wish the railways.”—The Council decided to support the resolution on the motion of Councillor Robertson, seconded by Councillor Baird, an amendment that the letter be received only being lost. The Secretary of the Southland League (Mr J. S. Dick) writing in regard to the proposal of the League to create a special fund for the purpose of issuing overseas booklets and folders dealing with the province, asked for a grant towards the project. —lt was decided to hold the letter over for consideration at ,the next meeting of the Council.

The Engineer to the Clutha County Council drew attention to the dangerous state of the decking on the Waipati Stream bridge on the boundary of the two Counties near Chaslands. It was proposed to provide a new hardwood deck and wheel guards at an approximate cost of £175, half of which would be chargeable to the Southland County.—The matter was referred to the member for the Riding and the Engineer for consideration and report. The County Clerk to the Wallace County advised that that Council would subsidise up to one-third to a total of £2OO for a bridge across the Waimatuku, where it crosses the road south of Section 2a, Block 19. —To be informed that the bridge is under construction.

D. C. McPhedran and others resident at Glenham requested that some metalling work be done on Bell’s Road as it was in a very bad state.—To be informed that a Government grant for this work is being applied for. The Inspector to the County (Mr J. C. McLachlan) reported that the bridge gang had been erecting a bridge over the Winton Channel at Dean Road and also erecting another bridge on Racecourse Road at Winton. The replacing of the old bridge on Lawson Road was also being attended to, while repairs were being carried out to one of the concrete piers in the Grove Traffic bridge. WORKS AUTHORISED.

Wallacetown Riding —Cox Road, gravelling, etc; Pullar Road, reforming and gravelling,etc; Short Road, West Plains, trimming, reforming,etc. Winton Riding—Lippett Road, trimning, etc ; Pettigrew Road, cutting banks; Taylor Gorge Road, topdressing; Dean Road, trimming and gravelling; Biondell Road, maintenance; Warnock Road, maintenance. Oreti Riding—Balfour—Waimea Road, maintenance; Riversdale—Balfour, gravel widening; Balfour—St. Patrick’s district roads, maintenance; Dry Ridge and old Otapiri Roads, mantenance; Half Chain Daley Roads, maintenance; Balfour—CattleFlat roads, maintenance. Hokonui Riding— Mandeville —Riversdale roads, maintenance; Gore—Reaby Road, maintenance; Mandeville—Kingston Crossing roads, maintenance. Waikaia Riding—Wendon S.D., Block 18, Road, formng and gravelling; Wendon Valley and Edges Road, maintenance, reforming and metalling. Mataura Rding —Crawford Deviation Road, reforming and metalling; Benio School Road (extra), gravelling. Toetoes Riding—Mataura Island—Pine Bush Roads, maintenance; Fortrose district roads, maintenance; Casey Road, forming and gravelling; TePeka —Fortification road; Fortification—Quarry Hills road, reforming and metalling; Gregory Road, reformng, metalling and gravelling; Ireland and Bain roads, maintenance. It was decided that a special meeting of the County should be held on April 17 for the purpose of passing a special order that the interest and sinking fund on the road loan of £50,000 be paid out of the general fund.
