(Received January 26, 8.40 p.m.) The Rome correspondent of the Morning Post states that Dr Sessa, whom the Italian Chamber of Commerce appointed Commissioner to Moscow, suggests that Russia is - out^et . or Laly's surplus population. The Soviet is ready to concede long leases for thousands of acres of agricultural land, furnished with buildings, roads, water and only awaiting the hands of workers, not even capital being required. The climatic conditions in Southern Russia, Dr Sessa says, approximate that of the Italian. Italy, moreover, would be able to import petrol, coal, iron and wood from Russia which at present is most difficult to obtain from Anglo-Saxon and American countries owing to the condition of the lira.
