A Riga correspondent states that the Soviet Government appears apprehensive regarding the future events. It has just prepared two forms of martial law, applicable in case of emergency in order to preserve revolutionary order among the people. Hie first, or milder form, applies should counter revolutionary activity arise. The second will be introduced during war or open internal disorder.
