(Received January 23, 1.0 a.m.) The Ruaso-Japanese Treaty provides for revision or abolition of various old treaties, enactment of a treaty of commerce based on freedom of travel and residence, private ownership and most favoured nation treatment. A clause provides against propaganda. The Soviet Government agrees to give approved Japanese coal and oil concessions. Notes were exchanged with regard to the continuance of Japanese work in North Sagh alien.
