RESUMPTION BEFORE NEGOTIATION. (By Telegraph—Press Assn.—Copyright.) MELBOURNE, May 7. The Tramway Board after a long discussion with the Trades Hall Disputes Committee and other representatives of the men refused to reinstate the gripman involved, and the strike remains unsettled. The Board’s attitude is that work must be resumed before anything further is done in the matter. ’
