FRANCE PREPARING

FOR THE NEXT GREAT WAR. (Press Association—Copyright. (Australian and N.Z. Cable Association.) LONDON, February 14. The Paris correspondent of the Daily Chronicle states that France, whose public men are continually preaching peace and goodwill among the nations, has a Government which is systematically preparing for the next war. Despite all precautions like the new financial measures M. Poincare submitted to the Parliamentary Commission an army scheme for the organisation of the whole nation in the event of a new war. Under the proposed Bill every civilian in every occupation and of every age will be automatically enrolled for civilian services. The Bill aims at the organisation of all material resources indispensable to the successful proeecution of a great war. It is even proposed to have dress rehearsals to demonstrate that everyone is ready in his place in the naval, military and civilian line of defence. M. Poincare, says the correspondent, seems bent upon the Prussianization of France.
