(Received April 29, <>.s p.m.) The Turks proposed a form of words which, in the opinion of the Allies, will have the effect of abolishing the capitulations from September, 19\4, when the Turks, without the consent of the Powers, declared them abolished. It is argued that this would make it possible for the Turks legally to claim arrears of taxes from Allied companies and also annul the proceedings of the Consular courts since their establishment in 1918. The American representative said the United States wished it to be understood that it never consented to the proposition that rights acquired under the treaty would be abrogated by the United States later. Action as to the rights of Turks in 1914 was reserved. M. Pelle is leaving to confer with M. Poincare. It is understood that he carries a new concession project suggested by Ismet for the 1914 concessions superseded by the Angora approval cf the Chester scheme. SOVIET REPRESENTATIVE ON THE SPOT. LAUSANNE, April 27. M. Vorowsky, Russian Soviet representative at Rome, and one of the delegates of the former Russian delegation at Lausanne, has arrived.
