Chang Tso-lin has declared himself dictator of Manchuria and has ordered the post office funds be seized. He intends to declare Manchuria and Mongolia separate States and to make separate treaties with Russia. JAPANESE POLICY UNCHANGED. TOKIO, May 17* (Received May 18, BAS pjn.) Count Achida, in a statement, said the Mana 1 urian declaration of independence had not changed Japan’s policy, though large Japanese interests were affected. No trouble would result if lives and property were safeguarded.
