NAVAL AGREEMENT

(Received March 28, 5.5 p.m.) The senate turned attention to the Naval limitation Treaty. Senator Reed contended that the treaty would leave the United States helpless before the British navy. Basing his conclusion on expert opinion compilations Senator Lodge, in reply, declared that the Treaty made by the delegates to the Arms Conference was not made by technical naval experts, so, while it may not entirely suit the experts, it does represent the United States government.
