TOWN COUNCIL

COMMITTEE REPORTS. The following reports will be presented at to-morrow night’s meeting of the Town Council:— RESERVES. The Committee recommend: That tenders be invited for the lease of section 1, block 81, for a term of 14 years on th usual conditions, at an upset rental of £2O per annum. The Committee report having considered applications for transfers of [leases, Marshall, Ltd., to Wilson Bros., section 9, block 69, and Thomas Bartlet to C. W. Deverell, section 13, block 46, and recommend that they be granted on the usual conditions. Having gone carefully through the estimates for the year ending March 31, 1922, in respect of the following departments: —Endowment reservesand gardens, Waihopai Scenic Reserve, Victoria Park, and Cemetery, and recommend that they be referred to the Finance Committee. Having considered the report by the subcommittee regarding improvements to playing areas, and (a) have provided in the estimates for improvements to two rugby union football grounds in Victoria Park at an estimated cost of £42, and fencing one football ground in Doon Street Reserve at an estimated cost of £32 10/-, and (b) recommend that the gate now leading to the hockey ground from tfie northern boundary of Victoria Park be closed and a new footpath formed from the gate due west to Coronation Avenue, thus preventing foot traffic across the hockey ground. Having still under consideration C. H. Powell’s application for outfall ditch. PUBLIC WORKS. The Committee report that C. McQuilkan’s application for street repairs opposite his store has been attended to. Having granted sewerage instalment loans to C. Norton, 126 Y arrow Street, section 13, block 60, and Ann Stott, 177 Liddel Street, section 16, block 19. Having held over the matter of extending the sewerage mains in Georgetown until the next meeting. Having agreed to the application by Eric M. Russell on behalf of Kate McDonough to have brought under the provision of “The Land Transfer Act,” a strip of land between Elies Road and the frontages of allotments 3, 4 and 5, block 19, township of Clinton, and authorised plan No| 2100 tq be certified accordingly. Having considered the complaint by the Motor Association and instructed the Engineer to have sewerage trenches well rammed after being filled in, and the filling to be maintained as well as possible. Having considered the application by John Mackay for permission to erect a lean-to building in Esk Street, and recommend that it be declined, as the proposed building will not be in accordance with the by-laws. With reference to the letter from the Y.W.C.A. recommend that by-laws 171, etc., be put into operation, and the borough inspector be instructed to carry them out with respect to boarding houses within the borough, Having considered the petition by the All Saints’ Church congregation, and recommend that an asphalt footpath be formed on the east side of Dee Street, north from Lewis Street to the corner of Holywood Terrace, as soon as funds, which were provided in the last loan, are available, but have no recommendation to make in respect of the opening up of Shirley Terrace and forming a new footpath, for which no funds are available. Having the matter of the carters’ stand in Don Street and Mr E. R. Wilson’s letter still under consideration. Having still under consideration (a)P. Davin—street widening, and (c) Thomson Street improvements. Having gone through the estimates for year ending March 31, 1922, in respect of the following departments:— Public Works, sewerage, sanitary, quarry and public conveniences, and handed them on to the Finance Committee. GAS, WATER AND TRAMS. The Committe report:—Having granted the application by the Plunket Society for a free tram pass for the Plunket Nurse at the expense of the Department. Having considered the application by the Southland Museum Board and recommend that the installation of electric light in the Museum be carried out, free of charge, at an estimated cost of £37, on the condition that the total subsidy voted be £25 instead of £5O, installation to be paid from General Accounts. Having received notice of appeal from Gordon J. Reed on behalf of Charles Edward Butler (tram conductor) in connection with his dismissal and recommend that the Borough solicitor be instructed to defend the case. Having held over consideration of petition by Roslyn Bush farmers for electric supply for four weeks. Having held over the matter of lighting tramway standards during the night until next meeting of the Committee, pending a joint report by the Town Engineer and the Borough Electrical Engineer. Having granted an application by the South Invercargill Borough Council for the installation of gas in the pavilion on the South Invercargill Domain, on the usual conditions. Having authorised a requisition by the Gas Department amounting to £l2 2/6. Having gone through the estimates for the year ending March 31, 1922, in connection with the following Departments:—Gas, Tramways, Electricity, Waterworks and Abattoirs and referred them to the Finance Committee.

ORGANISATION OF DEPARTMENTS. The Committee report:—Having met and considered the purchase and distribution of stores, and have instructed the stores buyer to confer with the heads of departments and prepare a list of articles in common use by the various departments, with an estimate of their requirements for a period. When ithis information has been received the Committee will report further. FINANCE. The Committee report:—Having considered the replies from the superintendent of the National Provident Fund in connection with applications by four employees who failed to join the superannuation scheme although eligible to do so when it was inaugurated, and recommend that a final opportunity be given to all employees who were in the corporation service at the time the Superannuation Fund was inaugurated, but who failed to join, to enter now, on the condition that back service is not to count, that the contribution both of the Council and the employees commence from the first day of the month following the date of application, and that no application will be granted if received later than June 30, 1921, except in the case of new appointments. Having considered the application by the Bradley Mission Committee for remission of the license fee for the Grand Theatre, and have no recommendation to make. Having held over the letter from the Defence Department re the rifle range in order that councillors may have an opportunity of visiting the locality. This will be arranged for on Wednesday, June 15, leaving the Post Office at 2.30 pin. Having accepted W. K. Scrymgeour’s tender of £ll4 for rpof repair to the old Council Chambers, being the lowest and as recommended by Mr E. R. Wilson. Having left the matter of engaging a cadet in the Municipal Offices in the hands of the Town Clerk. Having communicated with William Coward and Co., Ltd., and requested them to collaborate with. T. Meadows and Co., whenever possible, regarding influencing direct shipments to the Bluff, the Chamber of Commerce to be informed accordingly. Having considered the Harbourmaster’s report, and recommend that the State Forestry Department be asked whether it would bo willing to carry out a comprehensive scheme of planting trees and marrom grass as therein suggested.. With reference to the Town Clerk’s suggestion regarding the repayment of loans by making debentures repayable by periodical drawings, recommend that steps be taken to apply the system in the case of the Tramways Redeniption Loan, £4,100, in order to test the opinion of investors. Having fully considered the matter of appointing local sinking fund commissioners, as suggested by ex-Councillor Carswell, and recommend that no alteration be made in the present system, but that the Public Trustee be asked to invest the Invercargill sinking funds in Southland, so far as possible. The Committee recommend that the present system of typing the minutes be discontinued and that the previous system of reading them at the Council meeting be reverted to. Having considered six applications for the repayment of temporary lons which had been retained under the moratorius, amounting to £7,430 and have authorised the repayment of this amount. Having authorised the expenditure of £25 on advertising the issue of £36,100 redemption loan debentures, as recommended in the Town Clerk’s repCrt. Having authorised £2OOO of insurance fund money to be placed on temporary loan at 6 per cent, to be exchanged for redemption loan debentures on January 1, 1922.
