The International Association of the League of Nations decided to admit Germany when she has fulfilled the conditions of Article 1 of the Treaty of Versailles. Geneva advices state that in deference to the prevalent feeling that the appointment of M. Veniaeloe as Secretary-General of the General Federation of League of Nations Unions might be regarded as a political move, the Congress elected Professor Ruysten to the position.
