(Received April 27, 11.15 p.m.) The Canadian Government wishes to establish direct diplomatic relations with the United States, and there is a strong probability that the British Government and the Dominion Government will agree upon a plan which will be acceptable to the United States. Negotiations which are now proceeding between London and Ottawa, if successful, will result in Canada being represented in (he United States by a diplomatic representative with the rank of Minister.
