WALLACE COUNTY COUNCIL

ANNUAL MEETING. The annual .statutory meeting of the Wallace County Council took place in the Council Chambers on Wednesday. There were present Councillors L. Cody, John Horrell, T. A. Buckingham, W. J. A. McGregor, G. Rodger, F. J. Dyer, F. J. Llnscott, S. Fowle and T. Flynn. Councillor Cody presided until noon when the clerk took the chair and called for nominations for the position of chairman for the ensuing year. Mr John Horrell was the only nomination and was appointed chairman. Letter from Mr R. A. Anderson, Invercargill, stating that on enquiries at the Public Works office he had found £SO on £ for £ basis was a current vote for expenditure on Crook s road. The Department was waiting an application from the Council for its expenditure. —Left in hands of member and engineer. A letter from Mr John A. B. V alker, Invercargill, requesting that some roadway for access to his property, “The Rocks, - ’ Riverton, be made, as it was impossible to gain access with a pram or bicycle at present, was left to the member and engineer. The Lutnsden Town Board wrote showing the bad state of road between Lutnsden and the bridge caused by motor cars which were mostly traffic of Wallace County Council ratepayers from Castlerock, etc. The Board requested the Council to make an annual grant towards the upkeep of the road.—lt was decided to reply that the Council could not see its way to grant anything for this work. Letter from Mrs Watson, The Narrows, Riverton, requesting that all the grant to be expended on Watson and White's road be used for maintaining the part from Watsons to the Wild Bush corner. This was the part used most and was in a shocking state of repair in winter.—Mrs Watson to be informed that £1 for £1 grant must be used for new work; may possibly let a contract for the maintenance later on.

Mr L. W. Beer, Mararoa Station, stated that he had employed men to clear the approach to the Mararoa bridge as it wa*s in a dangerous position and claimed £2 ss, the amount of wages paid out for the work done on the County road. —The amount expended on the road to be paid. Mr David Young, secretary to the Eastern Bush Cemetery Trustees, wrote directing attention to the dangerous state of the road leading to the cemetery. Mr Young also asked for a grant of £5 towards the upkeep of the cemetery, it being 13 years since such a grant had been received. — Amount of £5 granted, the question of the road to be dealt with later on. Messrs Struan Gardener and P. M. Callender wrote objecting to the Council granting permission to James Bennett to erect a gate on roadline leading through his property on the main Lillburn road. —Received.

The application from Mr M. Murray, Drummond, to have his allotments of sections in Drummond transferred to Mr H. Bell was granted. A letter was received from Messrs Macalister Bros., Invercargill, drawing attention to the decision of the Council as between Messrs Morton and Mathieson, which did not provide for the cost of erecting a fence and providing the crossings required. If the Council altered the resolution to read that expense of same be borne by Mr Mathieson, they would advise Mr Morton to waive any claim for compensation.— Mr Mathieson to be advised that the Council will add the following to the former resolution : “The above terms be accepted and added to resolution passed at last meeting.”

A letter from Under-Secretary, Mines Department, Wellington, enclosing schedule showing unauthorised balance of vote for road and bridge works, for Colac to Round Hill on £ for £ basis and amounting to £49 10s 3d was received. A letter was received from Messrs J. S. Anchor and Co. drawing attention to the rough state of the road from the Main street, Orepuki, to the Picture Theatre, and asking that it be attended to.—Permission to ran on footpath in the meantime be granted, the writers to be held responsible for accidents. A letter from District Engineer, Public Works Department, with reference to the Whitestono river bridge and MossbomManapouri road, asked that no further action in regard to a motor bridge be taken. •—Received. A petition from 22 residents of Eastern Bush was received requesting that the Council attend to road from McLaren’s gate to the bottom of McNaughton’s cutting, and also drawing attention to the bad state of road leading to the hall at Eastern Bush, and requesting that it be attended to. —The member and engineer to look into the matter and report. Mr M. E. McKay', Grove Bush, wrote saying that nothing was said on the estimates regarding the £2OO grant for road through his sections.—lt was decided to reply that the grant had been applied for, but had not beeu granted so far. An application was received from Mr F. Eason, Otautau, for the right to fence off pieces of EDis road, McAndrew street, and Swale street, Price and Swale’s sub-division, for grazing purposes. The application was supported by two local drovers and four stock agents.—The necessary steps to be taken. Cr. T. A. Buckingham was elected chairman of the Finance Committee. ORDER PAPER. Cr. Linscott moved the following works be authorised;—Riverton harbour endowment road, gravelling, £1 for £l, £75; Riv-erton-Thornbury road, maintenance, £3O; main Invercargill road, Hillis to Waitnatuku, maintenance, £125; Otautau-Riverton road, £lo—total £240. Cr. Fowlo moved;—-Sanford’s corner to Findlay’s corner, maintenance, .£200; Findlay’s corner to Smith’s corner, £80; Chamberlain’s corner to Tuatapere, £200; Cameron road, £50 —total, £555. Cr. Horrell moved:—Coutt and Waterhouse road, gravelling, £SO; Coutt and Waterhouse road, maintenance, £10; Happy Valley road, £SO; Hollyburu to Richard’s, £100; Waihoaka to Orepuki, £100; Orepuki township road, £SO; Orepuki to Ruahine, £100; Rowley road, widening, £3o—total, £490. Cr. McGregor moved; —Struan Flat road, £1 for £l, gravelling, £SO; Beaumont road, £1 for £l, £SO; Wairaki settlement, £1 for £l, £SO; Wairio-Birchwood road, £1 for £l, £100; Manuka Hill, £1 for £l. £200; Birch-wood-Wairio, maintenance, £ss—total £505. Cr. Cody moved:—Wrcy’s Bush-Night-caps road, maintenance, £200; Heel to Mitchell road, £3O; Valii and O'Meara road, £75; Valii and Ritchie road, £75; Wrey’g Bush-Wairio road, £75; Hundred line east of river (half to Otautaui, £25; Kirkpatrick road, gravelling, £1 for £l, £75; Cournane road, gravelljng, £i for £l, £SO; Gavigan and Sinclair, gravelling, £1 for £l, £SO; Dodd’s and Hawthorn’s road (half to Aparima), £SO; McCoy’s road, Wrey’s Bush, £25 —total, £730. ENGINEER’S REPORT. The engineer reported:—Owing to continuous bad weather, contracting work has not yet started. Most of the road works have now been laid off and a considerable number, including some Government grants, will be advertised immediately. Work on the main Riverton-Orepuki road is still advancing, another contract having been completed since last meeting. It is expected that the whole of flic formation ■will now not be completed till January—bad weather has kept the work bark this spring. The bridge gang is now cm its way to extend the Mararoa bridge at the Key and to erect a bridge over the Whitestone river on the road to Lake Manapouri.— Adopted. Mr J. Parmenter’s tender for 1800 dog collars at 10Jd was accepted. Mr James Ramsay’s tender for dog tax collections for Otautau and Aparima ridings and Mr W. McClymont’s for the Orepuki, Pourakino, Waimatuku, Mararoa, Waiau, Wairaki and Walrio ridings were accepted, the collections to be made and returned by March 31, 1920.
