PLOT AGAINST CARRANZA REVEALED. (By Telegraph—Press Assn.—Copyright.) (Australian and N.Z. Cable Association.) NEW ORLEANS, August 14. Received August 17, 5.5 p.m. The arrest of three officers of the Mexican Army revealed a plot to overthrow the Carranza Government. REPLY TO AMERICAN NOTE. MEXICO RESENTS WASHINGTON TONE. MEXICO CITY, August 14. Received August 17, 11.30 p.m. The Government, replying to the United States Note, takes exception to the tone and menace employed and points out that violence is common with large cities and unsettled areas in both countries. It suggests that it is strange that the United States should demand protection for foreigners, more especially in Mexico than elsewhere. The Government suggests that the Americans should leave the unsettled districts and come to the more populous places where they would be more readily protected. EXPORTATION OF ARMS STOPPED. NEW YORK, August 15. Received August 17, 11.30 p.m. The United States has prohibited the further exportation of arms and munitions to Mexico.
