LORD ISLINGTON’S SCHEME OF REFORM. FEDERATION OF SELF-GOVERNING STATES. (By Telegraph.—Press Assn.—Copyright.) (Australian and N.Z. Gable Association.) LONDON, August 9. Received August 10, 12.5 ajn. Lord Islington, Under Secretary fop India, speaking unofficially at Oxford, outlined a scheme of Indian reform on bold lines of decentralisation, aiming at a Federation of self-governing States, with a central authority controlling national matters, resembling the Australian Commonwealth. He proposed creating selected local bodies, with taxing powers, controlling local matters, also handing over to the Provincial Governments matters such as police, agriculture, public works, and indnstry, each province working out ite own redemption. He suggested that such a government consist of a Governor, two European and two Indian Executive Councillors, the latter to be properly representative of the various classes of Indian society.
