REFERENCE BY MR MASSEY, THE QUESTION OF SAMOA (By Telegraph—Press Assn. —-Copyright) (United Service.) LONDON, January 24. Received January 25, 7.30 p.m. Mr Massey states that the Empire Council will undoubtedly proceed when General Smuts arrives. It was impossible to await an Australian settlement. On behalf of New Zealand he intended to to light hard against the return of Samoa to Germany.
