MILITARY SERVICE THE APPEAL BOARD'S. STIPENDIARIES AS CHAIRMEN. (Per United Press Association.) WELLINGTON, Sept. 6. The Recruiting Board have ascertained that the Justice Department will be able to supply four magistrates to sit as chairmen of the appeal boards to be set up shortly under the Military Service Act, wires the Wellington correspondent of the Evening Star. There will be four boards, one for each military district, to he brought into existence almost at once. The number of boards is not limited to four, but probably efforts will be made to make that number suffice in view of the great importance of securing uniformity of practice and the complete confidence of the public. The number of appeals under the Act may be very large, and in that case the Recruiting Board will create some additional appeal boards, since it is important that all appeals shall be dealt with promptly. Delay would mean that men liable for service might be able to avoid discharge of duty by involving themselves in the proceedings before the boards.
