WALLACE COUNTY COUNCIL

MONTHLY MEETING. The monthly meeting of the above Council was held on Friday, there being present Crs. 1-’. J. Lin.scott (chairman), .1. Horrell, T. A. Buckingham, J. Findlay, D. Clarke, F. .1. Dyer, VV. J. A, '.MacGregor, T. F. Flynn, and L. Cody. Before proceeding with thc'usual busi-, ness, the Chairman said that he had a very sad duty to perform. They were doubtless aware of the death of their Cadet, Private Kauritz Victor King. Word had been received by his parents last week that their son had died of wounds. He (the speaker) had not the slightest doubt that he hart received those wounds in France while fighting for his King and country. Laurie was just 20 years of age, and was known to them as industrious and painstaking in his work, ever ready to oblige, sober, upright and intellectually bright. He was a young man who created love and admiration, in the hearts of parents and friends alike. He moved that, “This Council tender its deepest sympathy to Mr and Mrs King and family in their sad bereavement.” The motion was carried, Crs standing meanwhile. CORRESPONDENCE. Alex. Robson, Aparima, drew attention to the threatened encroachment of the Aparima river opposite the Bayswater Church road, and stated that if a little protection work was carried out now it would save expense in the future. -i-Cp Buckingham said he thought there was a probability of the river setting into the road. —The Engineer to inspect and report. J. M. Taylor, Ringway, applied to have two culverts put in on the road running -along her north boundary, on the swamp to the west of her building, as she ha/t no outlet to the main road at present from her , building. Cr Buckingham said if the writer put the pipes already In her possession on the road, he would have the pipes put in.-—Cr-Flynn wag in favour of the Council moving the pipes themselves. —A motion on the lines of Cr Buckingham’s remarks was carried. The Patea County Council wrote asking that the Council endorse a resolution passed by Patea Council condemning the present system of including in reinforcement drafts, men of enemy parentage on either paternal or. maternal sides, etc. — Received. J. Stirling, Riverton, asked for written permission to prosecute persons blocking the drain along the beach road, Riverton. Letter received, Mr Stirling to be informed that the Council would not empower him to prosecute but could only take action themselves. Public Works Department, Wellington, wrote asking if the Council were willing to undertake the expenditure of £75 for Roffle (Roby) road, which appearing on last year’s appropriations, for the purpose of giving better access to the factory.—Engineer instructed to prepare plans and specifications for the work, and when approved and money available tenders to be called. The Department of Internal Affairs, Wellington, forwarded copy of the Government Gaxette containing a list of registering authorities under the Motor Regulation Act, 1900, those distinguishing letters and numerals assigned to Wallace County Council being: W.L., 1 to 300.—Received. . H. J. Heal,' Colac Bay, wrote re several dangerous holes on the Round Hill road. The part referred to was that between McCallum’s old roll! and Mason’s, not yet covered with gravel. An accident had already occurred, • fortunately without serious injury -to those concerned. —-Cr. Horrell moved that the clerk write the Minister of Public Works, pointing out the urgency for gravelling the remainder of the Colac - Round Hill road, and that the Minister be asked to place on the Estimates the vote of 1150 (£ for £) asked for last year.—Carried. Thos. Davis, Orawla, drew attention to the bad state of the newly-formed road leading to sections 3 and 4, block XIV, W.S., through Maori Hill, J. Whyte an adjoining owner, had been carting green flax" over it and at present it was impassable, through deep ruts, and the fact that some of the culverts were broken. He could not in consequence get to his section except on horseback.—ln reply to Cr Findlay, the Engineer said the road was a Government road, and had, been insufficiently gravelled.—Cr. Findlay moved that the position be inquired into by the member for the Riding and the Engineer. As far as ho knew the country had not yet taken the road over from the Government, and should not do so until it had been repaired. Motion carried. Stephen J. Racz, Tuatapcre. wrote in connection with the bad state of the Kowhai and Kaka roads. Member of Riding and Engineer to inspect. Chas. Campbell, secretary Southland Patriotic Committee, wrote asking the Council to consider the question of making a donation in aid of the Patriotic Funds, either the Expeditionary Force Equipment and Comforts Fund or the Allies Relief Fund having the most urgent calls upon them at present. Received. James Lumsden, Drummond, wrote suggesting that in view of the great reduction in money to be voted to County Councils and other public bodies for apparently necessary works, that “your Council urge the Government to expunge from the Estimates votes that appear annually for certain purposes and remain unexpended. I refer partlcularly to votes for say, railway formation, which might possibly never be required; but which swell the amount appearing on the Estimates to the detriment, and crushing out of votes, urgently required. The present financial position demands, and prospective requirements make it appear, as If a combination of counties would be quite justifiable, in impressing upon the Government a course somewhat similar, but possibly on a wider and more extensive scale X have indicated.”—Received. A. O. Bamfleld, isla Bank, wrote drawing attention to the condition of the road from his farm (lately owned by Wm. Bair and Sons) to Isla Bank post office. There are two stretches of the road all day. Writer to be informed that as soon as the Government grant came forward, work would be proceeded with. A. V. King, Otautau, wrote that he greatly regretted having to inform the Council that he had received a* telegram from tlio Minister of Defence, Wellington stating his son, Laurie (late of the County staff) died of wounds received in action in France on the sth July.— It was decided to have a tablet erected in the Chambers in memory of the deceased. Otautan Town Board wrote re Licman street drain that the Board's Works’ Committee (Messrs Liddell, Harrington and Scatter) will inspect the site in company with the member for the riding and the County engineer. Received, member for riding and the engineer to attend. Otautau Town Board wrote agreeing to let the Council have a key of the pound, and also asked that the Council should contribute £5 per annum to the upkeep of the pound. During the. last two years, the Board had spent £25 on repairs.— Resolved that Otautau. M siiiu, Pourukino, and Aparima. contribute a grant of £5 this year. The Otautau Town Board wrote asking that the services of the Engineer be. granted the Board, that, an inspection of and report on the Main street traffic bridge might be made; and also bis assistance in carrying out such repairs as he might think necessary. Cr Buckingham said he understood that the Council did not contribute to this work, —After discussion, it was decided to grant the services of the engineer. William Kennedy, Bayswater, asked for an outfall for two ditches on his property as it was useless to clean out same until lie bad an outfall. —Member for riding and the engineer to inspect and report. .1, Davis, J. Callaghan, ami G. Bye, ranger, forwarded monthly reports. —Reports adopted. G. Tapper, Clifden, asked that the surfaceman tic instructed to divert Lively Creek from the present system of pipes through the road, to a large culvert previously laid down for the purpose by ex-Councillor King. The small pipes were not adequate for the purpose and caused the creek to silt up through Mr Miller’s property and consequently dam the water onto the writer's ground.— Left to the member for the riding to deal with. A. Melrose, Heddon Bush, asked permission to shift a sledge hut from D. F. Clark’s property to the writer’s own section.—Request granted, subject to the engineers approval.

Bpck IJ-os., Wairio, wrote drawing attention to the bad state of a portion of the road running between the properties of Messrs Peter Begg’s and James Beck, and-giving access to the writer's property. There were numerous deep ruts on the road, and they asked that something be done. Left in the hands of the member for the riding and the engineer to see to. G. Ferguson and four other ratepayers of Wairio township, wrote asking that the footpath along sections 1, 2, 5 and 7, be formed as at present there was no path, and crab-holes and tussocks abounded. Petitioners to be informed that their request Will receive attention in the spring. D. McGregor, Riverton, wrote asking the Council to fill in a deep hole in front of his section at Tuatapere as he intend, ed erecting a shop on the section. —Writer to be informed that the matter would be attended to in the spring. J. C. Thomson, Mrs Thomson and family acknowledged their appreciation of the Council's sympathy in their recent bereavement. —Received. D. J. Deegan, of Tihaka, now a member of the 15th Reinforcements, applied for exemption from the payment of rates during his absepce. Letter received; application declined. Accounts amounting to £1628 18s 10d were passed for payment, and it was decided In regard to the National Provident Fund, the clerk supply a detailed report for next meeting, and if it is the wish of the employees of the Council to take advantage of the Fund. Cr Flynn moved that the Otautau River Board be asked to complete with reasonable ■ despatch the approaches to Chilton’s bridge, otherwise the Council will in the interests of the ratepayers be forced to do the work and charge the cost to the Board. —Seconded by Cr Cody, an& carried. Dan Brick and eleven others petitioned the '.Council in. reference to the ford at Scott’s, which was impassable for children attending the Feldwick school; and it is absolutely essential that a footbridge should be erected across the river at this point, to enable the large number of children of school age to attend the Feldwick school. There is a bridge not far away from this point, but the river’s course is of such a serpentine character that it would be impossible to get to from the Scott’s Gay road. —On the motion of Cr Findlay it was decided that the engineer inspect an<i report to next meeting estimates for the erection of a footbridge and also of a road bridge. Cr Buckingham (chairman of the Finance- Committee) gave notice of motion to move at next meeting that the gerieral rate for the ensuing year be lid in the pound in Orepuki and Aparima Ridings, lid in the pound In Pouraklno, and Id In the pound in Waimatuku Ridings, »d in the pound in Otautau Riding, IJd in the pound in Waiau, and lid in the pound Walraki Ridings, Id and the pound in, Wairio Riding, and id in the pound in Mararoa Riding, and a Charitable Aid pate of Is lOd in the pound throughout the County. Cr Buckingham said it would be noted that it was proposed to increase the rate in Pouraklno Riding, where there was much new country to open up and considerable roadwork required. If the riding only spent as much as last year, the proposed rate would bring them out about square. The other riding It was not proposed to alter, except Wairio, where a reduction of Jd was proposed. ENGINEER'S REPORT. The Engineer reported as follows; — Since last meeting only maintenance and bridge work had been done; the exceptionally mild weather necessitating little other than routine work. Regarding Mr A. J. Mullins’ letter re road at Orepuki, Cr Horrell has decided to gravel this portion of the road next summer. In reference to the Health Department s complaint re open drain at South Riverton, Cr Clark inspected same and the owner has been given notice to put in pipes. The bridge gang has finished today the bridge at Keen and Duncan’s road, and will then go on with the rebuilding of the small bridge on the Otau-tau-Wrey’s Bush road near Mr Garrick's farm.—J, G. C. Cr Dyer said during the month, the engineer had visited Josephvllle,' and found the river overflowing, and if protective works were not made shortly great damage would accrue. They had asked the Government for a grant of £MO, and the settlers were prepared to give £SO and the Council £SO, £2OO in all to do the work. He moved: That the attention of the Minister of Public Works be drawn to the grant, Joseph yllle Protective Works. £IOO (£ for £) applied for by the Council for the past two years and the urgency of the proposed work be pointed out as it is necessary to prevent serious damage being done to the Dipton to Castlerocb road by the Oreti. river continually overflowing its banks,—Seconded by Cr Clark and carried.
