SOUTHLAND COUNTY COUNCIL

MONTHLY MEETING. The monthly meeting of the Southland County Council, held yesterday, was attended by Councillors T. Fraser (chairman), G. Hunter, Jas. White, A. Stewart, W. Norman, C. Kerso and C. Robertson. Apologies for non-attendance were received from CTs. Jas. Fleming and H. G. Brass. CORRESPONDENCE. The Southland Education Board wrote stating that Messrs Mac Gibbon and Lowrie would wait on the Council in the matter of the outfall drain at the Avarua Plains school. —Messrs Lowrie and Mac Gibbon addressed the Council in the matter, after which it was decided to leave the matter in the hands of the member for the riding and the Engineer with power to act. The Soutliland Frozen Meat Co. called attention to the impassable state of the road aV Buxton's Crossing. If a subway under -the railway was constructed the Company would subscribe £Ht as a subsidy towards it. —Company to be thanked for its offer, ami to bo, informed that the Council was prepared to pay half cost of the construction of the subway, estimated to cost £350. The Superintendent of the New Zealand Government National Provident Fund furnished particulars relative to superannuation under the scheme.—Referred to the Finance Committee for further consideration. •The Patca County Council forwarded copy of a resolution condemning the present system of including in reinforcements drafts men of enemy parentage.— Received. Nesbit Macintosh, Waimahaka, asked for a permit to go to Goro for a ilaxmilling plant.—Left in the hands of the Engineer with power to grant the ropiest. R. 13. Robertson, Lumsden, resigned his position as surfaceman. —Accepted. The Southland Patriotic Committee asked for a donation in respect to the Expeditionary Force Equipment and Comforts Fund and the Allies' Relief Fund. — To the informed that the Council cannot sec its way to make a further donation at the present time. The Wyndham Dairy Factory Co. asked for consent to construct a new drain along Cardigan road.—Granted. The Health Inspector complained of the state of a water table in Wallace street, Waikiwi. —Inspector to report. Martha Hume applied for an outlet for drainage across the Frozen Meal Co.’s new road near Wallacetown railway station. —Referred to the Engineer. Russell & Sons, solicitors, instructed by Robert I’rombie., applied for payment of £JO, being royalty at J, - per yard on »jn(i yards of gravel taken Iroin their client's property near .Mill road. —Held over. The N.Z. Sugar of Milk and Casein Co. applied to have, a crossing put in over a drain in front of their section at Wyndham. —Granted, subject to the approval of the Engineer. Uy. Read and a number of other ratepayers in the Waimumu and surrounding districts asked that the road from ttie new bridge towards Waimumu be gravelled.—To be informed that the matter would receive consideration in the spring. Smith & Dolamore. Gore, wrote further in regard to Win. Cubbin's subdivision, and asked if the plan of road exchange in Tuturau district had been forwarded by the Council to the necessary authorities for the gazetting of the usual proclamation. —To be informed that roadlino Is under the control of the Gore Borough Canned,

Chittock and Busbridgc, Wendon Valley, wrote complaining of a reduction of contract money, and asked for a refund of £7 10/-. —Referred to the Finance Committee. Win. Milne, Fast flare ,-asked for return of deposit on contract which ho was unable to go on with.—Referred to the Finance Committee. A. Morrison, LoChiel, drew attention to the state of two culverts at. Shaw and Leggatt's.—Work to he done as requested under the usual conditions. Tlie Railway District Engineer wrote stating that the Department would lower the bed of IVaimiunu Hood channel throughout the railway reserve at an estimated cost of ISO to the Council. —Copy of letter fo be forwarded to petitioners. Mrs T. Hays, Niagara, asked for compensation in regard to trap accident, whereby her trap was broken, her horse killed, and her little girl's arm broken. — Left in tlie hands of the member for tlie riding and the Engineer. A. T. Lawrence, Maple Grove, w-rote in regard to the preparation of poisoned grain.—Received. Rattray, Armstead and Murray, on behalf of John Matheson, Timpany’s, complained of damage to tlie road giving access to their client’s property.—Referred to the Engineer. IV. G. R. Thomson, Tokonui, drew attention to bad state of road near his property.—-To receive consideration when the allocations were being made. -Hex. Feat, Dipton, asked that ditches on properties adjoining his be cleaned out, —Engineer to report. C. F. Hewitt, Fresh ford, asked that a culvert be put in near .1. Bond's property.—Referred to the Engineer. A. W. Forrest and James Brown, Waianawa, requested that a w r ater outlet at Oporo be lowered; —Referred to the member for the riding and the Engineer -with power to act. The manager of the Awarima Estate asked that repairs bo made to road damaged by flood. —Engineer to visit and report when making the allocations. ■ The-Southland Acclimatisation Society called attention to the bad state of the road leading to Mataiira Hatchery.—To be informed that the road was under the control of the Mataura Borough Council. The Health Inspector drew attention to the insanitary condition of a cesspit at Waikaia. —Received. Joseph Stevens, Riverside, asked for return of deposit on contract. —Referred to the Finance Committee. Robert Brown, Waianawa, asked for permission to, plough and harrow a road opposite his farm. —Granted under tlie usual conditions. Watson & Haggitt, instructed by Thos. Baird. Winton, wrote with reference to culvert on road at Boggy Bum;' —Referred to the Engineer. John Hawkes, Wallacetown, complained of a ditch that needed cleaning out. — Inspector to report. Wm. Turner, Tokonui, called attention to the gravel carting that was being done during midwinter past his place.—Referred to the Inspector for report. Thos. Ballan, Wairaurau, again complained regarding a road requiring gravelling.—Received. Alex. Anderson, Balfour, complained of the state of a culvert. —To be attended to in the spring. Jas. Holmes, Tokonui, drew attention to the bad state of Pascoe’s road. —Engineer to report. The Commissioner of Crown Lands asked for the exchange of a quarry reserve, Mabel Hundred, for another section of Crown land. —Engineer to report. I>. M. Cochrane, on behalf of A. G. Copland, Bushy Park, applied that something should be done to the main rood. — To receive consideration when the allocations arc being made in the spring. ,T, C. Shand, Benmorc, wrote stating that he was disappointed that the Council had not extended the protection work far enough to keep water off the land between the east side of the river and the roadline. —Inspector to visit and report on the cost of the work. R. L. Byars, Otama, applied for permission to erect a telephone line. — Granted. Jas. Baird, Otatara, applied to have culverts lowered.—Work to be done to tlie satisfaction of the Engineer. Colin McKenzie, Waikaia, asked that the 10 per cent, penalty on his rates be not enforced. —Referred to the Finance Committee. ■ Peter Drummond, Lizmore, complained of fences having been left in a disgraceful state. —Left in the hands of the Engineer witli power to act. James Gill, Winton, objected to a ditch being cut across a road to his land.— Received. The Balfour Dairy Factory Co. asked that a nuisance created by bad drainage be remedied.—Engineer to. report, permission refused to take drain • across road. A. Tapper, Grassmere, drew attention to overgrowth of gorse on James street and North road footpath.—lnspector to take action. A. K. Tapper, Grassmere, again wrote regarding a refund of cost of pipes in connection with certain work on ..the Bay road. —To be informed that when the footpath is made up to the proper height as promised the Council will consider the question of the half cost of the pipes.. A. and C. Mcßae, Hokonui, asked for £5 for land taken by the Council.—Engineer to report. W. D. Hunt applied for permission to lower culvert.—Granted, subject to the work being done to the satisfaction of the Council’s surfaceman. James Garden, Lumsden, applied for position of surfaceman. —Left in the hands of the member for the riding and the Engineer. The Lands and Survey Department advised regarding State encouragement anil assistance given to public bodies in the matter of planting trees. —To 11c on the tabic. REPORTS. The County Inspector (Mr J. C. MeLachlan) reported that during the two months ending June 30, the Cromcl bridge at Five Rivers, the bridge over the backwater on Hiversdale-Waikaia road, and the Glenavy bridge over the Waikaia stream. At present the gang was engaged in erecting bridge over Waikaia stream at Moffett’s coalpit.— Received. The County Engineer (Mr B. C. Basstian) reported that the Council would be giving as much assistance as it should in regard to Messrs Chisholm Bros, and others (Fortrose) application for renewal of a box culvert on the foreshore if it contributed l-7th of the cost, applicants to provide the other (»-7ths. —Report adopted. Tlie County Inspector reported cases of property-owners or occupiers allowing gorse to grove on road-lines, and it was decided to take the necessary action in each instance. The Finance Committee recommended that accounts amounting to £6033 4/- be passed for payment.—Adopted. THE DRAINAGE ACT. It was decided that in exercise of tlie powers conferred on the Council, Angus Wallace, of Waianawa, be ordered to remove obstruction from watercourse. The application of F. G. Calvert, Myross Bush, was received, and August 11 was fixed for consideration of same. — Other applications treated similarly were those of T. H. Craig (Menzies Ferry), and Thos. Flynn. The matter of John Hewitson’s (Kennington) application was referred to tlie County Engineer for inspection and report. OTHER BUSINESS. On the motion of Crs. Fraser and Robertson, the application of Norman Mclntyre, Tussock Creek, was granted, he to pay £.7 per acre and bear all costs in connection therewith. It was agreed on the motion of Crs. Norman and Stewart that the Minister of Public Works be informed that the Council lias started getting the material ready for the erection of tlie Oreti river bridge at South Hillend, and asks the Minister to place on the estimates the sum of £1.700 on the conditions as agreed upon at the conference held with the Minister of Public Works on February 3 1.
