Lord Lansdowne, in a letter to the newspapers, says:—“My statement regarding the permanent character of certain provisions of the Amending Home Rule Bill was not intended to go beyond the Prime Minister’s declaration in the House of Commons that the union of the six counties with the rest of Ireland could not be brought about without the freewill consent of the excluded areas.
