SOUTHLAND COUNTY COUNCIL

MONTHLY MEETING. The Southland County Council met yesterday, there being present Councillors T. Fraser (chairman), G. Hunter, A- Stewart, W. Norman, C. Kerse, J. Fleming, J. White, and C. Robertson. CORESPONDENCE. Carrie Bros., Lowther, complained of horses and cattle straying on the road. »—Ranger to be instructed to attend, to toe nuisance. The Surrey Park Estate Co. submitted for approval a sketch plan showing the eastern portion of Surrey Park Estate, .with a view of, its being disposed of in large blocks suitable for large residences, r —Held over till next meeting. Faitt and Co., Gore, on behalf of John ■Smith, asked for a rebate of rates in connection with a mining property at Mat aura —Refused. AVm, Diack, Roslyn Bush, complained (of the state of Irving’s road. Held «rver till next meeting. A. E. Cocker, Ryal Bush, wrote malting a claim against Burden’s contract on Herman’s road. Referred to the Finance Committee. D. H. McLean, Caroline, asked for support in connection with the proposed installation of a telephone. To be informed that the Council cannot see its ■pway to subscribe to the work. T. R. Taylor. Walkiwi, risked for information. in regard to a permanent ditch. « —Engineer to report. W. H. King, Hokonui, called attention 4o the state of a road leading to his property at Benmore. Left in the hands of the member for the riding to attend to.

J. P. Hall, Tisbury, complained of the State of a ditch in front of his property. ■.—Held over till next meeting. Russell and Sons, solicitors, instructed Try Murdo McKenzie, notified that the Council would be bfeld responsible for water or gravel removed from McKensae’s farm, To be informed that the gravel will not be taken from the waterhole; that the Council would pay reasonable royalty, and that the Council would - J)Q responsible for any damage. The Commissioner of Crown Lands forwarded a comrdaint from Wm. Christie that his leasehold property was being endangered by the removal of gravel from the New River. The surfaceman to be instructed to see that the practice W’as stopped, and that in future no graTvel be taken from within 50 yards of the bridge.

Robert Watson, Lochiel, complained that a ditch was not being cleaned. —It .was decided that John Thomson be asked to clean out the ditch. 11. Coster, AVaikawa complained of a culvert being blocked, causing stagnant water to soak into the dairyfactory well. Surfaceman to attend to the matter.

John Tomlinson and others asked that the grade of the hill leading to Makarewa railway station be reduced To be considered next season. S. Kirkland, Gore, asked for permission to cut cocksfoot. To he informed that the Council had no objection. The Under - Secretary of Public Works notified the Council of the appointment of a commission in regard to the proposed Wright’s, Basil - Drummond railway. Received. Macalister Bros., solicitors, wrote in connection witli the deed of covenant in regard to an arrangement between Kilkeliy Bros, and the Couneii. Referred to the Finance Committee.

The Town Clerk, .South Invercargill, ■wrote in regard to the proposed erection of a new traffic bridge over Kingswell’s Creek. Kluff road, and asked for a definite reply in the matter. Prances Calvert and others drew attention to the state of Drysdaie road.— To be informed that no funds were available this season. J. W. Simpson applied for a ditch to be cut on Ann street. Waverley.—Engineer to report. Wm. Reid, Matauru, asked for a refund of the cost of a summons served on him in connection with rates.—Refused. Alex. Reid, Gore, asked permission to open up a road for the purpose of laying a sewerage drain. —Granted. Jas. Cieine, I Hinsdale, complained of a contract not being completed. Insali and others asked that a road he opened at Toa. Held over. The Town Clerk, Gore wrote stating that the Gore Borough Council had agreed to pay a fourth of the cost of the north-western approach to the East Gore bridge. Received. REPORTS. The County Inspector (Mr J. C. MsLachlan) reported regarding a complaint from Richmond Grove residents in the matter of a drain. Held over till next meeting. The treasurer reported that the revenue for January was £16,240 13s 2d; the expenditure, £4481 Os 7d; the overdraft on January 31, £13,136 6s sd, and that £38,007 ISs Od of the general rate, 1915-16, had been collected, out of a total of £52,537 9$ 9d. —Received. The County Engineer (Mr B. C. Basstian) reported regarding Walter Matthews’ application for access to his property at Matai, and recommended that the applicant be referred to the Lands and Survey Department. Recommendation agreed to. ' The Engineer’s recommendation that W. H. King, Sprlnghills, be requested to clean a ditch, was also agreed to. The Engineer reported that a D. Finlayson, Dipton, had no right to block a ditch complained of by Jas. Hayward.— Report adopted. In connection with Mary A. O’Brien’s (Winton) camplaint, which had been referred to the Engineer, it was decided to carry out the work recommended. The Engineer recommended that Wra. Johnston’s road at Otapiri Gorge be reformed, eta—Report adopted. The County Inspector’s report regarding a proposed bridge over Duck Creek at Timpany’s siding was held over till next meeting: The Engineer’s report regarding a proposed new road at Dacre, was adopted. The Inspector’s recommendation regarding the application of G. Phillips, Wilson’s Crossing, to have a ditch cleaned was adopted, as also was his report in regard, to the work of the bridge gang. The Finance Committee’s recommendation that accounts amounting to £5944 4s 6d be passed for payment was adopted, THE DRAINAGE ACT. On the motion of Crs Fraser and Robertson, it was decided that in exercise of the powers conferred on the Council by section G2 of the Land Drainage Act of 1908, and section 7 of the Land Drainage Amendment Act, 1913, Thomas Brown, of Wright’s Bush, be ordered to remove impediments from a watercourse. The case of W. Smyth, Gore, was held over till next meeting. It was agreed that Mr Price, Taramoa, be asked to allow a ditch to be cut through his land, ho not to be asked to contribute anything towards the cost. The Engineer’s report regarding the application of John Sullivan, AYalkiwi, was held over. The objection of Morgan O’Brien, Lochicl, to K. C. Kidder’s application, was referred to the Engineer for report, and Myers Bros, and Lcnnic and Sons application was .similarly dealt with. It was decided to fix Friday. March 12, as the date for hearing A. Christie and .Sons’ (Waikaia) application, also that of C. D. Taylor, Brunswick. The Engineer’s report regarding Rankins’ and Maloney’s (West Plains) applications was adopted, and it was agreed that the necessary work should be canned out. Friday. March 10, was fixed as tiic date to hear Laing and Looney’s (Otara) application for drainage. OTHER BUSINESS. On the motion of Crs Kcrse and Robertson, it was decided to grant £lou for work on the Riversdale - Waikaia road bridge, and £IOO as a subsidy towards the Government vote for Smith and Burguess road.
