THE TURCO-BULGARIAN TREATY NOT POLITICAL IN CHARACTER BULGARIA NOT BOUND TO NEUTRALITY • LONDON, July 26. Received July 26, 11.45 p.m. The correspondent of the London Times at Sofia says that it is understood tliat the Tiirco-Bulgarhin Treaty with" reference' to the Dedeagatch railway does not apply to'any engagement of a political character. Bulgaria neither binds •herself to remain neutral nor to permit the passage of contraband to Turkey.
Bulgaria obtains the whole extent of the 1 line traversing Turkish territory. Bulgaria’s frontier coincides with the course of the Maritza, all territory West of which becomes Bulgarian. The correspondent adds that it is unlikely that Turkey made the concessions without some political quid pro quo.
