ST ATI! TO R Y MEETING. The statutory meeting of Die Wallace County Council was field on Wednesday at Otautau, Crs. T. A. Buckingham, I’’. .1. Linscott, I). Clark, T. Flynn, F, ,1. Dyer. N. ,f. A. McGregor, T. Cody, Jno. Findlay and Jno. Jlorrell being present. The clerk occupied the chair, in accordance with the -ud. and called for nominations for the position of chairman. Cr Linscott moved that Cr Dyer he chairman for Die ensuing year. lie stated that Cr Dyer had proved himself a very able man at Die Council table, and was sure with the experience lie had had in Council matters, he would carry out the position with ability. Seconded by Cr T. Flynn. Cr .McGregor moved that Cr Buckingham bo chairman. In doing so lie said there was no councillor who hail a more thorough grasp of County matters Ilian Cr Buckingham, and Die present state of the finances of the Council required Die attention of a councillor whow ns close at hand. Seconded by Cr llorrell. The nominations were then declared closed. Crs Buckingham and Dyer retired from Die table on the motions being put lo Die meeting. Crs Clark, Flynn, Cody anti Linscott voted for Cr Dyer, and Crs McGregor, llorrell and Findlay for Cr Buckingham. tho Clerk thereupon declaring Cr Dyer duly elected chairman for Die ensuing year. tin taking the chair Cr Dyer was greeted with applause. He thanked councillors for Hie honour they had done him in electing Him chairman, of the Council. G. L. McClure, Fenham Downs, Otantau,' acknowledged letter ot 20th Oct. slating Die Coun'cil had not received authority to expend vote 100, item 2144, £l5O. He had found that if the usual course had been adopted, authority for expenditure would have been issued. Specifications should be submitted to the resident engineer of the Public Works Department, Invercargill, after this is done the authority would come to hand. He pointed out the great Importance to Die settlers to have the work carried out and could not understand the position Die Council had taken tip, and also considered it should not bo necessary for It ini to instruct the Council bow to proceed. He asked for intimation whether Die Council intended lo proceed with the work—Cr Findlay moved Unit specifications to made out and forwarded. —.Motion carried.

The Minister in charge of the National Provident Fund forwarded a sup

erannualion system for employees of municipalities, road and harbour boards, C.A. boards, church or other organisations. firms, companies, and employers. —Received. Alfred Dillon, Pahia. drew attention to road fronting sections 3:'. and 34, blk. a, Longwood. Fortune and Co., Orepuki, asked for refund of £3O held by the Council as deposit for road. —The Clerk said this was a deposit laid 3 years ago by the writers, who wore mining under a road, the condition being that the road should be made good.—The engineer said the road had been made good and it was decided to return the deposit. Constable Phillips, Orepuki. applied for lease of 10 years with right of rciiowH, for roadway between .las. Podham's and .Ino William's sections, reserve area, block 3, L.S. District, as a police constable's paddock, at a rent of iOs per annum, —Held over, inquiries to be instituted by the member for the district. 11. ti. Pankhurst and Ward Bros, drew attention to state of road from the factory to Ward’s road. They had to put 2 horses into a. milk cart to draw the cart at all as the road is dreadful. —Heft in the hands of the member for riding and the engineer to deal with.

G. E. Charlton, Tualapere, asked tho Council to go into tlte cost of the extension of the Tualapere drainage scheme.—Engineer and member to visit the locality and report at the next meeting.

McEwan Bros.. T’apalotara. asked tlte Council for some maintenance work on road between tlte school and their section.—To he attended to.

Edmond t'osgriff, Glifden, drew attention to an embankment which had been washed away on road through Mr T. Gochrane’s properly: also some water tables which needed attention, —Member for riding to attend to Die matter. Secretary of Southland Court at Auckland Exhibition intimated that the bal-ance-sheet would lie completed shortly. Since lasi meeting preparations have been made for Hie season's work in the way of making up 33 plans and specifications in duplicate in connection with Government grants, of which Hie Council receives notification this meeting.

Re letter from Mrs Jones, Die resident engineer is spending some tnonej' on tins road and Gr Fl.vnn is providing the culverts and the necessa r.v timber lor a dock culvert.

Regarding application by Messrs Pearscy and Hunt for a level crossing over railway at Tihaka. before anylhing can he done it. would be necessary to ascertain the requirements of Hie-Rail-way Department. While in this locality an inspection was inane of road leading lo section 58, block IS. J.R.A. (Mr Jackson's) and T Ihink tin would be sufficient to build a small bridge over the Draka creek to give access.

In response lo .Mr Parson's application for work on Parson's road, il will be necessary before work can be done to fill in ad abandoned water race which crosses and recrosses this road. I have written the owners of this race for permission to do this, but so far have received no reply. There is a Government grant of £l5O for Coutt's road and part of this money could be used for Die above work.

The bridge gang lias completed repairs to Die Ford road bridge and are at present engaged at Camp Creek bridge which will be finished about Hie end of next week; a start will then be made on the Wairaki bridge and in connection with tills work I have hart bores pul down to ascertain Die depths of papa rook' below surface level and have purchased from Messrs Fraser and White their pile boring plant used by Diem on tho Tualapere bridge.

Tito report was adopted, after the engineer bad replied to Cr McGregor that at the Wairaki bridge they had struck papa rock 6ft below Die surface and it would he necessary to bore. Cr llorrell moved Dial £2OO he spent in Orepuki riding, and Cr Buckingham that £2llO he spent in Otautau riding.— Carried.

In reply to a question, (ho engineer said no liability had been accepted by tlio Council in connection with Wairaki bridge, although lie had called tenders for the supply of Now Zealand timber. Carswell and Co, asked that tiie Council authorise their chairman to sign Hie plans of road work in a new sub-di\i-sion of sections facing SouDt Riverton beach. Die contractor being prepared to deposit any sum of money as required by tlte Council as a guarantee that the work would be carried out to Hie Council's satisfaction, so that in Die moanlime Die sections could lie disposed of. Request declined.
