PUTUMAYO SCANDALS
NEW BILL DRAFTED, (Times and Sydney Sun Service.) LONDON, April 2. As a. sequel to the Putumayo outrages Dr Chappell. M.P.. lias drafted a bill as a substitute for tiie present Slave Trade Acts, comprehensively covering slavery, peonage and forced labour. The bill will compel companies employing coloured labour to furnish full information to the Foreign Office, and empowers the King-in-Counci I to issue orders with drastic penalties.
