Received October 7, 12.5 a.m. Afive per centum rebate is provide® by the Underwood law on goods imported in American bottoms. ' This is causing a commotion, and it is concluded, that it has established something tantamount to a rate by which the British! dominions, Russia, some South American countries, and possibly Germany are' excluded from benefiting by the estimated rebates. The cost to the United States will* amount to two million sterling per an-' ntim. According to unofficial judgment! the American carrying trade from Australia and West Indies will be given; preferential treatment over the Imperialcarrying trade, and American vesselsin the Great Lakes will have the same advantage over their Canadian rivals. It is feared at Washington that Canada and Germany will institute a fiscal retaliation. The New York SupremeCourt will probably be compelled to Interpret the rebate clause, the wording; of whicli is obscure enough to make; suits .practically certain. Mr Underwood states that it will bet several years before the effects of the; tariff will be felt in regard to lowered, prices. A WHOLESALE MURDERER. NEW YORK, October «.
