LONDON’, Jan. 24. ’ The Pall Mali Gazette publishes a statement that the late King Leopold, of Belgium, was so exasperated and alarmed at the humanitarian agitation concerning the Congo, that he appealed to Germany for protection, and' agreed to the invasion of France through Belgium. Tliis plan, after the death of Leopold, fell into the hands of those who communicated it to France. The correspondent declares that experienced chiefs of the diplomatic services of tiie Continent believe the rumor to be true. ■
