Ward said that among the mere important proposals was that submitted by him, to reduce the postage on letters to all places within tho Union to ' one penny for each 4 oz. With the growing interest in the United States the whole Anglo-Saxon world may be expected to support this proposal for a universal penny post. New Zealand will nUti propose that the postage on printed mutter and newspapers of all kinds bo reduced from a half-penny per 2 o/.s to a half-penny per -1 oz. Sir Joseph will claim strongly tho right of New Zealand to have a vote in the Union instead oi sharing one with Australia and will also suggest a reduction of the transmit rates on mails. 9h Joseph thinks the congress may approve in some form of reply postcards and ho will put before the congress a scheme of some moment by C, H. Shattky of Hastings. Regulations are needed to deal with tho expansion of picture postcards. N.Z. will support Switzerland's proposal that the minimum postage on commercial pajicrs bo reduced from 2Jd for the first 10 oz to Id ami will also favour a reasonable modification of the sample post regulations that prohibit the transmission of articles of saleoblu value. He will strongly support the right to prohibit the transmission through the post from outside countries of circulars relating to gaming and lotteries, which ace prohibited in N.Z.
