Steam lines trading to Japan have offered to convey free five hundred tons of wheat to famine districts in Japan. A remarkable circular has, been issued’ by Mr Riley, tjie employes’ representative on the Arbitration Court: He attacks the recent High Court judgments in reviewing the findings of the Arbitration Court, and says the Arbitration Act now becomes a menace instead of a benefit to the industrial classes. All the penal and criminal sections of the Act remain, but all other sections which gave employer and employe opportunities of settling the’ conditions of their industries had been practically destroyed. The Arbitration Court, however anxious it may bo to do its duty, is harassed by judgments which leave it with practically no powers. He urges the repeal or amendment of the Act.
