I A circular in regard to the method' of dealing with juvenile offenders has been addressed by the Justice Department to Stipendiary Magistrates, the object, being to prevent the association of youthful offenders with criminals. It is suggested that such offenders should be dealt with at special sittings ; that no child remain in a gaol or lockup pending trial.
