Representatives of 34 Zemstvos, in defiance of the authorities, assembled at Moscow secretly to formulate a charter of liberties. Extreme Conservatives in Russia have formed a secret terrorist committee to organise ruffians to attack the intellectuals. A man has been arrested at Odessa in possession of a bomb and a secret store of arms has been discovered.
