CAPE COLONY'S POLICY,
THE RACIAL HATE.

CAPETOWN, Jan. 29
Sir J. Gordon Sprigg, the Cape Premier, interviewed at Mafefcing, denied that Mr J. H. Hofmeyer, the former leader of the Afrikander Bond, shaped the Government's policy. He declared lie bad not seen Mr Hofmeyer for two years. The Premier admitted thatj Cape loyalists were beiug boycotted, though the reports in connection therewith were grossly exaggerated.

Mr Chamberlain arrived at Kimberley and was welcomed with great enthusiasm.

WELLINGTON, Jan. 30. The rreuiier has received a message from Premier Barton in vhich ho quotes a cable he has received from Mr Chamberlain, In which tha latter says public opinion in South Africa {3 decidedly against Chinese labour jn Die Rand mines, and that no authorised proposal has been made to meet it. .
