The Allies' rejection of equality of claims has produced a hitch, necessitat- j ing Mr Bowen applying to Castro. It is j estimated that 30 per cent, of the customs would pay the Allies' claims in six years. France and other non-block- ; ading Powers urge that their exclusion is unfair, and that magnanimity is being used to prejudice their position. Senate's Military Committee, owing to Germany's attitude towards Venezuela; accepted the House of Representatives' proposal to .retain transports for service, also to increase the number of gunners. A member of the Committee declared that it was intended to make IL plain that the U.S. , would not submit to German blufl.
