Owing to the amendment of the Industrial and Conciliation Act last session the question has arisen whether the disqualification clauses apply to -existing members. The Conciliation Board here had previously asked the opinion of the Crown law officers as to whether G. L. Sise, a member of the Board who is not a British subject, could remain a member. The answer was that Mr Sise, though disqualified from election in future, retains his seat in virtue of the saving clause, section 37. When the members of the Board presented themselves to Judge Williams to be sworn in to-day the position was explained, and his Honour's opinion was that it was at least doubtful whether the disqualification clauses did not operate in the case of present members. ■ Mr Sise preferred to settle the question by resigning, taking that action in opposition to the wishes of all the other members. At the annual meeting of the National Insurance Co., Mr J. M. Kitchie, chairman of directors, in moving the adoption of the report and balance-sheet (which was carried without dissent) said the main features of the accounts, which were distinctly favourable, were the increase in net premiums, which were fully £7000 more than last year, a small increase of something over £500 in interest and rents and a smaller proportionate amount of losses, though actually these were over £1200 more than last year. These enabled the directors to pay the usual dividend of Is 3d per share or 12i per cent, for the year ; to wipe off the office furniture (£1000) ; to put £10,000 to the reserve, bringing that up to £80,000 ; and to carry forward a few hundred pounds less than was carried from the previous year. Messrs R. Glendining, T. W. Kempthorne, the retiring directors, were reelected, the number having been reduced to six. On Wednesday Wm. Townley, labourer, of Port Molyneux, was convicted at Balclutha of sly grog-selling and fined £30 and costs. Counsel pleaded that defendant was a working man and if a heavj fine were inflcted it would mean his going to gaol ; to which Mr Stanford, S.M., replied that he had to enforce the law according to his own discretion, and if persons would break the law in this manner, in spite of the heavy fines inflicted on other persons previously, they must stand the consequences. Counsel then asked for time to pay the fine, and one month was given to pay half the fine, when, if necessary, application could be made for an extension. Wm . Tyrone Ferrar has been committed for trial for falsifying accounts while clerk at Mount Royal station. Bail was allowed.
