E Invercargill, let May, 1896. my2 TO LEND C. S. Longuet, SOLICITOR, ESK STREET. EVERY MARRIED LADY in the land cannot afford to brighten her home with an elegant Silver but it is an easy matter for her to brighten ,it still more effectually with her husband’s approving smiles by placing before him a cup of the best Tea she can procure—viz., THE OUVAH. KIMI ELaSWL To the Electors of Invercargill. Ladies and gentlemen,—! purpose placing before you, in this place from time to time, brief statements of my views on POLITICAL AND PUBLIC QUESTIONS (3). THE LAND LAWS. e The necessity for the settlement of the people on land for productive purposes has been acquiring strength every year in this colony. Whatever Ministry is in power, no laxity must be allowed in affording facilities to intending settlers. What should be striven for is SUCCESSFUL SETTLEMENT The land administration of New Zealand has been often marred by fads, and rme Ministers have been too much concerned in insisting on persons taking up land only on particular tenures. What is of much more consequence is ACTUAL SETTLEMENT for production. If the intending settler prefers to acquire land on deferred payment, or for cash purchase, or on perpetual lease, or on lease in perpetuity, there is no sufficient reason why he should not take up his holding on the tenure he, the PERSON MOST INTERESTED Thinks will suit him best. The above systems of acquiring land are in operation, the land belongs to tbe people and the Minister is merely administrator, but in practice, more particularly in special settlements, the Minister fixes the tenure on which the land is to be disposed, as if he was the personal owner and his will, opinion or fad, of supreme importance. THE REFORM IN ADMINISTRATION Which I wish to see is that the intending settler shall have the eption of taking upland for settlement on the tenure that he prefers tbe tenure that will give him good heart in his work, the tenure that will help to make him a SUCCESSFUL SETTLER.
