To the Electors of Invercargill. Ladies and ' gentlemen,—i purpose placing before you, in this place from time to time, brief statements of my views on POLITICAL AND PUBLIC QUESTIONS (3). THE LAND LAWS. The necessity for the settlement of the people on land for productive purposes has been acquiring strength every year in this colony. Whatever Mintetry is in power, no laxity ,must be allowed in affording facilities to intending settlers. What should be striven for is SUCCESSFUL SETTLEMENT The land administration of New Zealand has been often marred by fads, and some Ministers have been too much concerned in insisting on persons taking up land only on particular tenures. What is of much more consequence is ACTUAL SETTLEMENT for production. If the intending settler prefers to acquire land on deferred payment, or for cash purchase, or on perpetual lease, or on lease in perpetuity, there is no sufficient reason why he should not take up his holding on the tenure he, the PERSON MOST INTERESTED Thinks will suit him best. The above systems of acquiring land are in operation, the land belongs to the people and the Minister is merely administrator, but in practice, more particularly in special eettlements, the Minister fixes the tenure on which the land is to be disposed, as if he was the personal owner and his will, opinion or fad, of supreme importance. THE 'REFORM IN ADMINISTRATION Which I wish to see is that the intending settler shall have the option of taking up land for settlement on the tenure that he prefers the tenure that will give him good heart in his work, the tenure that will help to make him a SUCCESSFUL SETTLER. w.
