(Per Press association). WELLINGTON, Aug. 10. At the County Council Conference Mr Grimmond said the Premier had stated that the local government bill would not be ready, before Friday and he could not give the Conference an advance copy before the bill was introduced in the House. Mr McNab moved, that with a view to afford local bodies immediate relief the Government be asked to amend the Counties Act to enable local bodies to borrow money to pay off thei_- overdrafts; also that as soon as local bodies shall have paid off overdrafts it shall not be lawful to incur new liabilities, as overdraft, which shall at any time exceed the amount of the anticipated revenue at that pirticular rate. As all the members had not arrived the debate was adjourned till Tuesday. NEW PLYMOUTH, Aug. 10. Constable Seymour, stationed at Pukcaruhe, was found dead in a paddock near the schoolhouse, with a bullet wound on his forehead and a revolver lying by his side. A coroner’s jury found that Seymour was insane when he shot himself. CHRISTCHURCH, Aug. 10. It rained heavily all night, and the races have been postponed till Monday.
