Southland County Council

Friday, 9th August. The monthly meeting was attended by Councillors O. G. Hast (chairman), Green, McQueen, Fraser, McCallum, Raymond, Ward, Hamilton, and Dunlop. James Lamb and Sons wrote asking that, a road running east of the main Wendon Valley road be repaired.—To be attended to early in the spring. Six residents of the Parrawa petitioned the Council to ask the Government to put in a larger culvert at the .Parrawa bridge.— Engineer to report. The North Invercargill Borough Council intimated that in their opinion the land bordering on St. Andrew street was within the county.—Held over for enquiry. John Noble and Ewen Patterson complained of the great inconvenience caused by the closing of the roads in block 8, New River Hundred.—On the recommendation of the engineer it was decided to ask Mr Noble for further information. Michael Cui ran wrote urging the necessity of clearing a track to section 136, block 15, Invercargill Hundred.—No funds available. A letter from J. W. Mitchell relative to insuring county workmen under the E mployers Liability Insurance system was referred to the chairman to report on. A. Tapper wrote stating that a gravel pit at sections 3 and 4, block 37, Wallacetown Extension, was encroaching on the main road.—Engineer to report. The Gore Borough Council asked if this Council would consent to recesses for foot passengers being constructed in the traffic bridge.—lt was resolved to reply that the County Council would have no objection provided the municipality bore all the cost. James McL'ean wrote asking the Council to pay for two chains of drain pipes used for culverts on a road line in the New Biver Hundred.—Application refused, no benefit having accrued to the county. John McKinnon drew the Council’s attention to the spread of gorse on the tramway on the west side of section 9, block 2,

New River Hundred.—The New Zealand Pine Company, to be notified to clear the ■ofae from the road line. The Rabbit Inspector wrote that on the n ounty road opposite sections 6 and 7, block k 12, Waipahi, there existed an old sod bank which served as a harbour for rabbits.—

Referred to the engineer with power, to act. Wal'ace County Council wrote asking this Council to construct a bridge over the Waimatuku on the Riverton-Wallacetown road.— lt was decided to reply that this Council would undertake the work if Wallace County Council paid half the cost. J. Campbell and others wrote complaining of the state of the road at East Dipton. —Held over, the engineer stating that the work was needful and should ;be considered With other work for which a Government nubsidy had been asked. The engineer was instructed to apply to the Land Board for all moneys which have accrued on deferred payment and perpetual lease lands. i Andrew Craig asked the Council to enlarge a' culvert on Hunt’s road west of Dipton bridge.—Referred to the jmember for the riding. It was decided on the representations of the Tuturau Road Board, to ask Mr McNab, M.H.R., to have L3OO placed on the estimates for the purpose of completing the construction of the Isla Gorge road. J. D. Trotter requested the Council to gravel about thirty chains of the road through section 50, Woodlands. —Held over till next meeting. Edwin Butler wrote urging the necessity of opening the road running east from Thomson’s Crossing.—To be attended to as Boon as possible. D. M. Mclntosh’applied for permission to out firewood on the road at section 61, block 22, Invercargill Hundred.—Granted. Thomas Kearney wrote asking for a road to be made to give him access to section 608, Hokoaui, and offering to do the work for two.thirds of what it would actually cost.— Held over till the member for the riding visits the district. J. Mclnerney and others petitioned for gravelling the road at Makarowa.—Held over pending reply from the Government re subsidies. Thomas Brown wrote notifying that the road north of section 51, block 2, East Winton, wae dangerous owing to ruts and holes. —Held over till spring. John Shand applied to have a road formed in the Boggy Burn district to give access to some land he had sold.—Member for the riding to look into the matter. D. Walker wrote demanding that a roid should be made to give access to sections 11, 12, and 13, of 404 a, Hokonui. —Held over pending reply from the New Zealand Agei- . cultural Company re alteration in terms of exchange of roads. P. and J. Ryan wrote objecting to an overflow of water from the Winton borough outfall ditch running into the ditch on Gerrard’s road.—Engineer and the member for the riding to visit the locality and see the Winton Borough Council on the matter. Robert Brown wrote complaining of the manner in which the contract on the Dacre road had been completed and passed, the gravel used having been, he stated, soft sandstones which had now become mud.— Received, the Chairman stating that he would take an early opportunity of looking at the road. P. Duggm wrote objecting to a culvert at Mandeville as it caused water to flow into his section.—Engineer to report when in the district. Adam Cruickshank of Chatton wrote at length with regard to a road being opened at Greenval through land belonging to the Otago School Commissioners. —On the motion of Councillor Hart it was resolved : “That Mr Cruickshank be informed tint when the School Commissioners propose to cut up the runandconsulttheCountyConncil before laying off the roads, the Council will be in a - position to consider the question of road work, but that the Council has not. the ju>i-.-diction for laying off the roads, the Commissioners only having that power, as referred to in their letter of 13th December, 1894, addressed to Mr Cruickshank,and that Mr Cruickshank also be infoimed that he is incorrect in stating that he has not a road giving access to the section in question. On the motion of Councillor Green it was • decided to appoint William Young ranger to impound stray cattle on the county roads within fifteen miles of Gore in the Hokonui and Mataura ridings in place of Hugh Stewart, deceased. W. 0. Dnthie wrote drawing attention to what he termed the dreadful condition of the main road through sections 3 and 4, Waikawa. — Engineer to wait upon Mr Duthie when in the district. W. L. Taylor wrote stating that the poisoned grain supplied by. the Council to the Woodlands subscribers was practically useless. On the motion of Councillor Green it was resolved “ That the Government be asked to institute investigation in regard to the discovery of the best method of preparing poison for small birds, as it appears that no thoroughly satisfactory preparations have yet been discovered by private enterprise. The following subsidies were granted to the Knapdale R->ad Board :— Sarquison’s road, Ll 5 ; lower Knapdale road, LIO The engineer was instructed to enquire into a complaint with regard to the condition of.the road leading to section 8, block 5, Mabel. James Holmes was granted permission to erect a swing gate across a road at his property in the Wyndham district subject to the usual conditions. A largely signed petition to have the , Waimumu Road Board District merged into the county was refirredto the county clerk to report as to the statutory position. Accounts and salaries amounting to Ll4Bl 13s 4d were passed for payment. It was decided to strike a general rate of three-farthings in the £ and a hospital and charitable aid rate of one eighth of a penny in the £ for the ensuing year. Councillor Raymond moved, seconded by Councillor Ward—“ That a sum equal to 10 per cent, of the revenue available for expenditure in each riding be deducted from appropriation to provide for contingencies till June 1896.”—Carried. On. the motion of Councillor Fraser it was resolved to accept an offer from D. McPherson to cut a drain, lay pipes, and fill in an old drain at Spar Bush for the sum cf L2 16s. Councillor McCallum moved, seconded by Councillor Fraser—“ That the Minister for Lands be asked to have the sum of L2OO placed on the Estimates for the purpose of gravelling the road leading to the Gorge road railway station, on the Seaward Bush railway ; also, L2OO for gravelling the road known as the double cut line leading to the Oteramika railway station ; a copy of this resolution to be forwarded to Mr McNab, member for Mataura,”—Carried, The Council then adjourned.
