At the annual meeting all the councillors were present On the motion of Councillor Ford**, oeconded by Councillor Playfair, Councillor Johnston was elected chairman for tbe ensuing year. Councillor Johnston took the chair and thanked tbe Council for the honour conferred on him. Hi? The application by James Philips for leave to erect a tramway on road reserve to Round Hill was deferred. — The Engineer and members for the riding to report. Wm. Todd applied for leave to erect .wing gates on the road line between nection 28, block 3, Aparima Hundred, and sections 4 aud 5, Aparima Estate. — Councillor Basstian moved, and Councillor Walker seconded, that leave be granted as requested. — Ihe Chairman stated that as far as he knew the Council had no power to give leave to erect gates on road linev, — Councillor McKinnon moved, as nn ameudment, and Councillor G;mmil! seconded, that the matter be deferred to next meeting, pending inquiry. Board having informed the Council that it wa« their duty to elect a representative to serve on the Board, Councillor Baastian stated his views with regard to the Riferton Hospital— that he was not in favour of keeping up two large institutions ,- that this Oounty could cot afford to be TRted to maintain, an hospital at Riverton ; and that in his opinion a cottage hospit. 1 Jat woulfl meet the requirements of the district. If he were elected he would endeavour to carry out these views. Councillor Walker could not agree with Councillor Basstinn in his remarks regarding the hospital at Riverton, ai he thought it was needed. Councillor Hamilton was elected to represent the Council on the CA. Board, and also on the Southland Hospital Trust. Cjuncidor Playfair was elected to represent the Couucil on the Wall.cc and Fiord Hospital Trust .mall and Con offer to sell a quantity of timber at a reduced rate, waR referred to the Contract. C'ouncdlor McKinnon referred to the provisions of tbe Small Birds Nuisance Act, 1882, which empowered the Council to levy a special rate for tbe destruction of small biHs, and moved that the matter be deferred to next meeting.— Councillor Playfair geconded th. amendment, and stated that poisoning was the only effective means of destroying the bird?, and that even if Mr Hamilton's proposals were carried out, there would be no appreciable diminution in the number of birds- — The amendment was carried. The following committees were appointed : — Finance — Councillors McKinnon (chair, man), Playfair, Walker, Johnston add Qemmill ; Contracts— The Chairman, and Council ors Hamilton and Playfair. Mr Fleck's requect that the Council would supply pipes for an outfall trom a main road wa« referred to Councillor Playfair and the Engineer to examine the place and raport. Mr Thompson waited on the Council requesting that a road beopenedto the corduroy track at Longwood station. Mr Pankhurst also stated that he had no means of getting on to the corduroy track without trespassing. — Referred to member and Engineer I to report. Councillor Crouch moved and Councillor j Walker seconded — "That the resolution passed at special meeting, making special ra'e over part of tbe Waiau riding as security for proposed loan, be confirmed." — Carried. Re Mr Cody's claim in connection with contract No. 577, it was resolved that LI be paid to Mr Cody in full satisfaction of all claimi in connection with hia contract The balance-nbeet, with auditor's report, was re'erred to Finance Committee. Councillor Hamilton stated that he was under tbe impression that the bridge over Jacob's river, on the road to Gummie's I'u.h, was not gui', safe for traffic.
