The Standard to-day publishes a paragraph abating that the Frenuh Guverumeut have accepted ihb principle of ttio proposals made by Britain lelative to the N«vv Hebrides, but object to tbe clauses by which the French marines recently lauded on those islands should be withdiawn, and that neither Government shall land troop 3 in the New Hebrides withouc the consent of the other. ST. PETERSBURG, Oct. 28. The Russian press, in discussing the affairs of Bulgaria, state that thy troops on board the two Russian cruisers which arrived at Varna will occupy that town unless tbe Russian subjects who were implicated in ihe arrest and deposition of Prince Alexander are forthwith released from custody, SOFIA, Oct. 29. The Bulgarian Government has declared this city and the town of Varna in a state of eiege, which General Kaulbare has deman led to have removed.
