" A Parent." — Certainly Bradsbaw's Act applies to Invercargill as i. does to every other part of the colony. There is no person appointed here to look after the working of the Act, but clause 11 says that " It shall be the duty of pome person, to be appointed by the Resident Magistrate of the town ... to see that the piovisions of the Act ■ are properlj carried out, and to report to such Resident Magistrate all erses of I breach of the provisions thereof." Probably I " Parent " knows that (under Clause 5 of the Act) no female may be employed between the hours of six in the afternoon and eight in the morning, or for more than eight hours in any one day. Very likely " Parent " does not know that by clause 11 every parent who shall permit or suffer any ! " young person," le, any boy or girl be- ' Iweea 14 aad 18 years, to be employed in contravention of the Act shall be deemed to have committed a breciob thereof," such breach making the person committing it liable under Clause 12 to a penalty not exceeding fifty pounds. " Parent " will see that the first step towards remedying the state of matters he corap!ain& of must be the appointment of an officer under Clau«e . 11: We concur with him in condemning strongly lhe practices he complained of, if indeed he has accurately described them.
