Received Dec. 6, 1882, 0.55 a.m. LONDON, Dec. 4. At to-day's wool sale the catalogue comprised 10,100 bales. Good competition was experienced, and prices were firmly maintained. Dec. 5. It is announced that Mr F. Napier Braoro. C.M.G-., late Governor of Mauritius, has been appointed to succeed Sir William Robinson, as Governor of Western Australia. The British Government has recommended General Sir William Evelyn Wood to the Egyptian Government, for appointment for the commission of Com-mq,n4er-in-Chief of the Egyptian army. Heceived Dec. 6, 1682, 0.55 a.m. WASHINGTON, Dec. 4. The message of President Arthur to Congress recommends a slower extinction of the national debt of the United States than has been pursued for some time past. He further urges some abolition of taxation, und points p,ut that it may be expected that the revenue fuom spirits* wijl show a large .reduction in the customs income.
